Cannot Sign In Or Access Email. Telephone Support Directed Me Here. Cannot Get

Cannot get a live person to help me because I do not have a pay service. Cannot sign in even though I cleared cache, and also changed password. Get "Forbidden" message, or signs OUT and never signs in. Want to forward all mail to a gmail account. Phone support says they do not have my account, yet I have had the account for over 15 years!!!! VERY FRUSTRATED. Second time in 4 or so months this has happened.
