Voltage Levels?

i am working with a 0871LH1. i have 3 voltage levels in discrete output . 1: ice:0.7 vdc , 2. de-icing:0.6 vdc and after 60 second 3. 0.5 vdc between blue and black wires using an oscilloscope. is it correct?
