Phone Call Won't Go To Voice Mail, It Just Keeps Ringing.

I've set up my voice mailbox with my name, code, greeting, etc. and the recorded message says that my voicemail is ready for messages.  However, when my number is called the phone keeps ringing and never goes to voicemail.
