Why do I have to constantly Repost my add and Pictures.

I think the previous answerer missed the point of your question--you want to know the reason for the policy, not a restatement of the policy. The reason for the requirement to repost is that otherwise many (probably most) ads would remain long after there's no need for the ad. This would be a serious disservice to those answering the ads, making the ads much less useful, and would incidentally add hugely to Craigslist's costs.
