L502x I7-2630qm Processor 2.00 Ghz With Turbo Boost 2.0 Up To 2.90 Ghz

i7-2630QM processor 2.00 GHz 8GB9 Dual Channel DDR3 NVIDIA® GeForce® GT 525M 1GB Turbo boost speed monitor is always reving up between 2.7 to 2.9 GHz all the time even if i'm not running any application at all and the task manager still showing some activities between 15-25% with the fan blowing without stopping trying to decipate the heat build-up. The battery don't last very long with this condition although performance is not affected. Is there a fix for this? I just got this unit a couple of weeks ago. Dell adviced me to send it back for part replacement (heatsink). Any suggestion? Thanks
