I Purchased Bf4 Premium And Was Charged For It.... I Have Yet To Receive It.?

I purchased BF4 Premium on October 5th and have yet to recieve it. It says I was billed (charged) and according to my account the money has been transferred. However I haven't recieved the pre-order that was paid for. I have an order number. Who do I talk to and Why can I not contanct ANYONE on the phone? where is my money or my game?
