Why Is My Truck Not Even Clicking When I Try To Start It?

I believe i need a new starter, but this morning the noise when i tried to start it was startling. After I turned the engine off, it kept running? Or at least the belts were still moving. I turned the key back on and after a different loud screach the motor ran like normal. I tried to start it again... nothing. the interior lights and windshield wipers work, but it wont click-turn over... etc?????
