How To Repair My Cigar Lighter And Date Power Outlet

I use a 12 volt charger to operate my portable oxyen concentater since I need supplement oxygen 24/7. When I plug into my cigar lighter or daya power outlight below it, I get contact, but lose current afterward, Someone mentioned that I had a bad ground. Can you help and tell me how to fix this problem
