Bluetooth Problem

Bluetooth is activated on both the laptop and the mobile device and these are paired correctly but when trying to send files from the mobile device to the laptop then it says the file could not be send. I also do not have the option toe receive the file from the laptop by clicking on the bluetooth icon and then select receive files from as this option is not available. I have tried different bluetooth devices to ensure tha it is not the devices that are faulty and this is not the case/ What can cause this problem and more importantly how do I fix this?
