I'm Being Denied Access To My Account. They Are Saying My Password Is Incorrect

I'm not able to access my acount. They are saying my password is incorrect. They are sending information to my e-mail account which they are denying access to. How can I get into my account, or change my password without them sending it through e-mail which they won't allow me into?

After several unsuccessful sign in attempts, Windows Live ID automatically sets a "locked out" period. This prevents access to your account, even when the correct password is supplied for security reasons.
