Starter Will Not Crank. Car Has New Battery And Good Connections.

Is there possibly a relay or fuse blown.  I checked fuses but did not see any blown fuses.  Car worked last week when battery was jumped.  I have now replaced the battery and cannot get any response when turning the key.  Headlights do not go on.
