Is Lint Filter Replacement Needed If The Fuzzy Padding Has Come Off?

After owning our dryer for several years, the soft fuzzy padding (about 1/8-1/4" wide) at the edges of the lint filter have fallen off, so the seal is not tight anymore.  I often have to dry loads twice now, and I am wondering if this could be the cause.  Does it decrease the efficiency of drying?  Is it recommended to replace the lint filter in this case?
