Plug the drive in after Windows has already loaded. Does it detected the drive?
Try plugging it in before powering the PC on. Does it detect it?
Do any other USB devices work in the port you're using? Try a different port.
Open the BIOS during a reboot, make sure legacy USB support is on.
Is your system USB 2.0 or USB 1.0. If you plug into a USB 1.0 port the speeds will be dramatically slower.
Open the disk manager. Right click "My Computer", select "Manage". Scroll down to "Disk Management". Is the drive displayed? Try scanning for new hardware with the pulldown at the top of the screen.

If all this does not make the drive available it simply may not be compatible with your PC.
Also I've seen where some folks have had to format the drive before it can be used. That can be done from the Disk Management screen as well.
