The fan is located behind a panel, inside at the back of the compartment.
It will only run when the door is closed so you may have to get close to the cabinet to hear it. Try opening and closing the door a few times and listen if you can hear it stop and start
If it is not running this may be why the bottom is colder than the top as the cold air is not being distributed throughout the freezer. Cold air falls and the evaporator unit which generates the cold temperature is located at the bottom.
If it is not running it could be due to either a faulty fan, fan circuit or the fan may be iced up.
If it is iced up it may be a faulty defrost heater, a blocked defrost drain pipe or a faulty defrost thermostat.
Open the door and then manually operate the door switch which should be located in the door jamb.
The light should go out and you should hear the fan start running.
Check that you can feel that the cold air is being blown out by the fan through the evaporator cover opening at the back, inside the compartment. Just in case the fan motor is working but the fan blade may be slipping on the shaft and not turning.
Also check that the door seals are OK. Insert a piece of paper between the door and the door jamb and with the door closed, try to pull it out. It will come out with a bit of an effort, but not that easily and it should definitely not just fall out. Do this at various places around the door, top, bottom and both sides.
