Drivers Side Low Beam Not Working With New Bulb And Fuse Is Good

With a test light I checked power at the fuse and have power on sides red and blside terminals at the headlight. Where does the ground come from to close the circuit? Is it control by a module or by the ecm? What should I be looking for?
