The previous answer provides some good tips, but the best course in Outlook.com or any email program is to create filters that will exclude most spam before you see it. You can't rely on Outlook.com to do that for you. Another way is when you send an email you could try asking (via an email client setting) for a "read receipt".
You could also follow up the email you send with a phone call to verify that your email has gone through.
If you are technically adept, please advise as you can also test via telnet an SMTP transaction on the destination mail server to verify it's letting you through from your source server.
