Can Pepboys Take My Money Without Fixing My Car Properly?

hi, this is Toya Mishra.On wednesday i went to pepboys service centre in annadale,Virginia.I asked them to fix my starter of my MITSUBISHI LANCER.they didn't fix my starter but they charged me for that.I denied for that but they made me pay for it. can they take my money without fixing my car?
