The memory card should be seen as a removable disk by Windows. Simply use the Windows Explorer to delete any files you don't want. Right click the disk to reformat but do NOT select NTFS when formatting. Select FAT32. NTFS will dramatically reduce the life of the card.
Could be that your card reader is not compatible with the card. SDHD cards require newer readers but I get the impression you don't have an SDHD card, they are typically 16 gig and higher.
HP has a really nice memory card formatting tool. It's specifically for USB sticks but this card should be seen as one. Garb a copy here: http://download.cnet.com/HP-USB-Disk-Storage-Format-Tool/3000-2094_4-10974082.html
You can also try the Windows disk manager. Hit Start->Run, enter "diskmgmt.msc", then hit enter. You might need to rescan the disks before the card is seen.
Also check the Windows System event logs to see if any messages are there.
