How Do I Reach An Arbitrater Or Someone Above Billing And Customer Service?

T-Mobile billing department is cancelling my phone service due to a misunderstanding with Wirefly. Both T-Mobile and/or Wirefly will not assist to resolve the problem.  T-Mobile wants me to pay for a phone and service that I do not have and cancelled with Wirefly.  IN response, T-Mobile  has turned off a different phone I bought at the T-Mobile store, as a result.  ( I paid the bill on time for the T-mobile phone.)  What to do and how can they do this?
