How Do I Get In Touch With A U-haul Supervisor?

I believe I was overcharged.  I talked with the dealer I rented from and he put me in touch with a "customer advocate" and closed the ticket.  I was able to re-open the ticket but then the dealer calls back and closes the ticket. I re-opened the ticket with the "customer advocate" and he then again closes the ticket. This has happened about 3 times so far.  He refuses to put me in contact with his supervisor.  How do I get beyond him?
