I Shipped An Item And Buyer Said It Was Damaged On Arrival

i sold a set of dishes on ebay and mailed it through the post office buying only insurance on the sell price not shipping cost it was well packed and inspected by a clerk as such when i mailed it lots of peanuts marked fragile all over but the buyer said it arrived broken and says she is going to send it back i have sent her three emails to hold it at the location for the post office to inspect so they can see the packing etc i think she is going to ignore me and if she does what can i do shes bough a lot of items off ebay according to her feedback she should know the rules but i told her i would file a claim for the damage with the post office monday morning but it cost me 40 dollars to ship it and she says when she returns it she wants me to pay return shipping what is the deal here thanks
