It doesn't cost anything to sign up and grab yourself a Steamaccount, but Valve has noticed that there is a correlation between free accounts and accounts that spam the service or carry out generally malicious activity. That correlation is the fact those malicious users don't spend any money on Steam. With that in mind, Steam has introduced Limited User Accounts.
Such accounts limit access to a number of popular Steam account features, including:
- Sending friend invites
- Opening group chat
- Voting on Greenlight, Steam Reviews and Workshop items
- Participating in the Steam Market
- Posting frequently in the Steam Discussions
- Gaining Steam Profile Levels (Locked to level 0) and Trading Cards
- Submitting content on the Steam Workshop
- Posting in an item's Steam Workshop Discussions
- Accessing the Steam Web API
- Using browser and mobile chat These restrictions can easily be removed in a number of ways. You simply have to add $5 or the equivalent in your own currency to Steam Wallet, purchase one or more Steam games worth $5 or more, add a Steam Wallet card to your account, or purchase a Steam gift of $5 or more. After that, the limits are removed as Valveis quite sure you are a genuine users. However, if you spend $5 or more and then get a refund, your account will have the limits put back on.It's also worth noting there are a few actions that won't remove the limits. These include activating a retail game on Steam, playing promotional/free weekend games or demos, playing free-to-play titles, activating CD keys, or adding a non-Steam game shortcut to Steam.This makes a lot of sense to me. If you intend on spamming Steam then it's unlikely you'll want to spend $5 or more for the privilege of doing so, and therefore won't bother. This will mean the quality of Steam's community should improve quickly as spam accounts already active on the service will continue to be removed.
