Dell Inspiron N4110 Laptop - Only Boots To A Black Screen And A Cursor

When booting up, it never gets to the OS porion of the boot.   1. Dell boot screen comes up with option for Set Up or Boot options 2. Gets past that and goes toa cursor in the top left corner 3. I tried going to BIOS and set up.  HDD is visible 4. I ran diagnostics on the laptop.  No errors whatsoever as well as on the HDD. So now I'm stumped.  I would try to reseat the HDD, but that is pretty extensive process with this particular laptop.  Not even sure it would work. Please let me know if this is a known issue.
