2005 Dodge Viper Mamba Srt-10 Makes Ratcheting Sound When I Start It Up

The Battery is fully charged (Headlights go On) but Viper won't start. All we hear is a ratcheting noise ( a very loud "Click,Click,Click..." when we push the Start Button.  I think the noise could mean Bad Starter Relay, Bad Solenoid.  What more troubleshooting can I do to find out source of problem.
