Refund On Hotel Rate

We booked our trip (plane and hotel package) to the Philippines last Feb. 6-14, 2016. We choose 2 queen bedroom for our week stay in the hotel (Microtel UP-Technohub). But when we checked-in in the hotel, we found out that there's no microwave nor refrigerator inside, The following day, we decided to upgrade our room with a suite room (that's the only room that have microwave and refrigerator). They charged us half the price for the suite room because they don't know how much was charged to us when we booked our hotel online through expedia. We tried to call expedia but can't contact them, and even online it's hard to get their website because the wi-fi in the hotel is very slow and it keep hanging-up. We didn't get any refund while we were in the Philippines. We tried to call expedia when we got back here in U.S. but still can't get hold of then. Is there a way, we can refund our hotel rate while we were in the Philippines?
