Ibm Compatible With Time Warner Digital Phone

Is the IBM 412 compatible with Time Warner Cable Digital phone? I have Time Warner Digital phone service, i have 3 of thes IBM 412, when i am on line 1 and another person wants to use the phone, it picks up line 1 and hears my conversation, why would it not pick up line 2 automaticly when line 1 is being used?
