If I Get Travel Protection On Priceline.com Is My Flight Refundable?

I want to book a flight on priceline and I want to get the travel protection, and i click yes but later on the page it says tickets are non refundable. Is it refundable due to the listed emergency reasons?

Travel insurance doesn't guarantee a refund. Sometimes it helps, but if the flight info says it isn't refundable, the insurance will not help.
