If you have an HMDI cable, that could be the problem. There could be interference on that electrical circuit if you have certain devices plugged in and running at the same time.
Is the scrambled or no picture situation resolved when you turn the TV off and on? Does it resolve when you press the AT&T button the TV, then hold in the power button on the receiver until the lights flash?
