Htc Vivid, Problems With Voicemail Amd Call Waiting.

My HTC won't set up the voicemail and it won't let me receive calls on my call waiting. I tried to activate call waiting in settings but it always says network busy. And when I try to do my voicemail it doesn't give me an option to set it up. I've reset my phone but it still doesn't work. Is there any way to fix this?
