How Can I Get The Subsidy Code To Unlock My Cell Phone?

I'd like to unlock my cell phone who's original provider was Cingular. It is a Motoroala Razr V3. From my understanding Cingular is now under AT and T so I called AT and T customer support, but they said they did not have the subsidy code to unlock the phone. They suggested I call Motorola. Motorola said they didn't have the subsidy code and that I had to call the original provider. In this case I don't know what to do.
