Unable To Make Calls On Att&t Mobile

I have recently 'topped up' my ATT&T mobile with $25 but am unable to make calls. I just get a recorded message saying "YOU ARE NOT ALLOWED TO CALL THIS NUMBER PPS6170" I am on holiday in the USA and need to contact friends urgently. My number is (805) 312 5151. YOUR URGENT ASSISTANCE IS GREATLY APPRECIATED. Regards - Loran (from New Zealand)
