Iphone Is Not Working

I have an iPhone 3G which is currently not working. The screen goes from black to showing the apple icon. I cannot shut it off. I tried taking the sim card out and putting it back in but that didn't help. Am I under warranty? What should I do to fix it? Thank you Rebecca Buckwald
