Outgoing Call Problem

I am on a business trip to Cartagena, CO and my iphone cannot make any outgoing calls. It can message and receive calls, but cno matter what country exit code I use cannot call out. I pay a monthly fee for Internationall Access, do I still need to unlock my iphone and use a local SIM card here?
