What Is The Problem If My Cursor Stock

the cursor sometimes doesnt work,and if i connect my mouse to may laptop ang i will open the google chrome or anything the one who is the first that will be open.example the google chrome is in the first place and the mozile is in the second i want to open the mozila but google chrome is opening.
