Car Seat Identification Needed

Good afternoon. I will be traveling from Phoenix to Atlanta with my 2 year old grandson. I have purchased a seat for him -- do I need to bring a car seat or are there seat harness' for him? Will I need a Power Of Attorney from his Mom along with his birth certificate to board the plane? Thank you so much. Linda Craig [email protected]
