Why Do I Have A Second Fee Of A Hundred Dollars After Already Paying For My Bags

I have an additional fee of a hundred dollars after paying for my bags to fly to and from Chicago. The bags themselves were a hundred dollars and now I have this second charge. What is this charge? How do I get a refund? Has this happened to other people?
