Traveling With An Oxygenater..

My husband uses an oxygenater. the evergo poc. what are the airline requirements ? does he need a copy of the persciption with him ? are there any other rules we need to know when traveling with this equipment. It weighs 10 pounds and will be on it's own cart. In a blue travel bag.
