How Can I Unblock My Incoming Sms Messages ?

i don't know how this happened but somehow my incoming sms text messages are blocked .I noticed it because people would tell me that they tried texting me but the texts wouldn't go through everytime they text they got a text back saying I chosed not to recieve messages at the moment ..how can i take that off? I tried unblocking it from my account settings but still won t work.
