Trunk Leaking

We had never used our third seat in our SRX.  When we did and the seats were positioned up and ready for use behind the seat back is a small compartment for the tire jack.  When I opened it, it was full of water.  I noticed at the bottom a bolt head and a looking from underneath the vehicle I noted a rubber stopper of sorts.  Is this where the water is coming in from?
