Baggage Charges For International Travel Through Other Airlines

Booked a ticket with Qatar Airways from Austin Tx to Peshawar Pakistan through Houston Tx. Continental charged $70/ for each passenger on Boarding from Austin, whereas on the ticket issued by Qatar Airways it is clearly written two bags permissible.

In this case United Airlines and Qatar Airways are Codeshare partners. What this means is that the fee paid to United Airlines is the total fee.

United Airlines checked baggage policy: Passengers traveling in Economy Class from the United States to India on a United Airlines flight, connecting to a Qatar Airways flight from any U.S. destination to India, are only allowed one (1) piece of free checked baggage. United Airlines applicable baggage fees will apply for the second piece of checked baggage, currently set at 70 USD. For example: an Economy Class passenger flying Chicago-Washington(IAD)-Doha-Delhi is only allowed one piece of free checked baggage. It is not that your bags are flying at no charge on the final leg of your flight but rather that you have already paid the fee.
