New Tractor Is Hard To Start.

I’ve only had this tractor for a few months, near the end of the 2010 season it was getting hard start. It took about 1 minute of cranking in and out of choke to get it going. Runs fine once it starts.  If I give it a shot of starting fluid it will fire up on first crank and continue to run fine. Sounds like its starving for fuel like a dirty filter or clogged line, but I checked all of this and its ok. Fuel is fresh. The fuel filter is see-through and I noticed that it is never filled with fuel but remains only half filled. I thought maybe air is getting into the line and causing fuel to drain from the carb, not sure if this makes sense??? Any ideas?
