I understand that you're asking why Craigslist doesn't more uniformly enforce its rules concerning multiple posts. There are basically two reasons:

Craigslist's tiny staff is insufficient for more pervasive enforcement. This in turn results from the fact that despite its huge following, Craigslist's income is severly limited by the fact that the vast majority of its ads are free.
What enforcement there is depends in large measure on user flags.
