No Bag Fees If Using American Express

I was under the impression that if your tickets were purchased with an American Express Credit Card there would not be a fee fir checked baggage as of June 1st. When flying Aug 20th on a companion ticket from Portland OR to Minot ND baggage fees of $25 per bag were assessed. When I purchased the tickets I specifically asked about fees and was told there were none and at the airport I had to pay the fees. WHY?????
