Will I be charged a fee for my first suitcase? I'm going to Cancun but I have a layove in Atlanta.

For Delta flights from the US to Mexico, the first checked bag is free, and the second is $40. As long as your entire flight was booked together (all the same itinerary) the bags will be checked continuously through Atlanta.
