Sanding Pad Doesn't Spin With Belt On

I was wondering if someone could help me out yesterday. I received my the wall sander was playing with it this morning. And realized the pad does not spin. I took it apart, took the Both off and it spun freely with no problem. I put the bell back on it. Stop spinning even if I loosen the tensioner.
