the answer to your question is quite simple... Rug beaters also known as carpet beaters are manual so you do not turn on a rug beater.. Its the traditional form of a vacuum cleaner if that was what you meant, rug beaters can be made with wood etc like I have two at my granny's place for dusting small particles....if u were talking about vacuum cleaner... Plugging it automatically, the machine ons, u can therefore read the manual and start using it, thank you, I hope I've answered your question
