"You" cannot.

Facebook does not allow anyone except the account owner to edit, delete, etc an account.

If she is under 13 years of age you can report that fact here and they will cancel the account: https://www.facebook.com/help/?faq=157793540954833

The ONLY other way is to get her password, log on as her, and initiate an account closure.
