Need Help Punishing A 2 Time Hacker Of My Facebook Emails And Bank Account

my facebook and emails have now been hacked for the second time by the same person. i know this is the same person because both times they bought xbox memberships and bundle packages. just today i recovered one of my email accounts and beefed up the security and also went through some of the things the hijacker was doing with it. this time he messed up i have a location and IP address of where my facebook password from reset from i need to talk to someone who can help me prosecute this individual. if you have anny information on how i would go about this please respond, thank you.
