Fb Won't Let Me Change My Sharing Pictures Options

I want to make my pictures not to be seen publicly. I go to photos then go to shared with: and choose friends I click that then it changes to public automatically. Is there another way to change the pics not to be seen publicly?

I understand that your clicking the "Friends" option doesn't work: you're forced into the "Friends" option.
