How Do I Friend An Unfriended Contact? No Friend Button Exists To Refriend.

Once you unfriend someone you can not refriend what you should have done is block that person only.

This is done in prefferences in friends.

The only way to refriend is if that person creates another FB ACCOUNT UNDER OTHER INFO.

By default, the option should exist to refriend the contact. It could be that the person has blocked you for some reason.
